can i evict my boyfreind if his name is on deed, but not mortgage and he has not paid in years

No. As his name is on the Deed, he is considered a co-owner, not a tenant. This requires a suit in Court either to remove him from the Deed or to get him to pay his share of the mortgage. You may have difficulty since you have waited for a few years to do anything. I suggest contacting a local real estate attorney familiar with this type of litigation.
