fence put up by neighbor

my neighbor has put up a chainlink fence blocking my right of way entry to my property. We are in upstate NY. I need access to my land as I now want to put a home on it. He does not respond to my calls and has left NY for Fla. What to do?

Presuming this has been done in violation of your rights, you need to sue the neighbor to remove the fence and give you access. This may be difficult since the neighbor has moved out of state and service of process may be hard. You need an attorney familiar with these matters to assist you.
