Legal Question in Real Estate Law in New York

We are in foreclosure.Three years ago we were flooded out pretty good.We had flood insurance with the mortage company.We got a settlement of 19,000.oo.We got the first check and it was spent on cleaning up taking garbage away tring to get a back yard back.New washer and dryer etc.The next part was suppose to be given after you do the work.Well we didn't have the money so we let it go.In Feb.we got a letter saying that if we were not going to fix the property that we could put it to the principal.I called and really never got and answer.When the foreclosure came about I called and tried to get them to put the money toward that.The amount aws $7,000.The reinstatement aws $5,800.I could never get a real answer.They want to send an inspector.We have had water at least 2 more times.This was 3 years ago.I didn't use any more claims.Can we do anything with this money?
