homeownership transfer

Can my mother transfer the house to her daughter who currently lives there and helps pays the mortgage even if her credit is not good.

Yes. However, your question is not clear in that does the mother or the daughter have bad credit. If the mother has judgments, there is still a lien against the house despite the transfer. If the daughter has judgments, the transfer will cause a lien against the house.
