After purchase offer is accepted contingent on building inspection and buyer and seller cannot come to terms, is buyer still bound to the contract?

It depends on the language of the contract, the results of the inspection and the buyer's compliance with the notice terms provided. Have an attorney review the contract and other facts to determine the parties' enforceable rights and obligations
