Legal Question in Real Estate Law in New York

The house I own has a shared easeway with a rental home next door. There is also a shared 2 stall garage. The deed states that both owners are responsible for upkeep. The roof of the garage is in need of repair (leaking). I have contacted the owner of the other house often for input as to repairing it. I had also gotten estimates for this repair. He (and he is a lawyer) refuses to return calls or to assume any responsibility for 1/2 of the cost. I had 2 sections of this garaged reroofed. How can I get him to do the other before it collapses?
