Legal Question in Real Estate Law in New York

I am interested in purchasing a piece of land in Brooklyn, NY, however, there is currently a demolition lien on it. I am looking to have the deed quit claimed over to me from the seller without paying the lien off. My questions are:

1) Is there a statute of limitation to the demolition lien (does the lien expire)?

2) Will I be able to dispute the lien since I wasn't the owner when the lien was filed? If not, what options do I have, besides paying it off, to have clear title?

What do you mean by a demolition lien? Do you mean a mechanic's lien filed by a demolition company? Or, do you mean a condemnation proceeding by the city? Please resubmit question.
