joint ownership

If two people are the owners of property and one of the parties can no longer afford to make ANY payments to sustain the property and is also in trouble with the IRS, can the other party who continues to make payments go to the hall of records and take the other person's name off of the property?

No. Unfortunately, the other party must sign a Quitclaim deed. If that person does not cooperate in signing the deed or selling the house, you can commence a Partition action.
