government agency (or agencies) that is acting illegally against
the public interest?

Anyone with expertise in civil rights matters. The local bars have a lawyer reference service and a call to your local office should result in your being provided with several names. Interview the candidates and they select the one you feel most confortable with. If all else fails, call Ron Kuby at WABC.

If you are considering bringing the suit, you must be sure you have "standing" to do so. Also, the type of government entity determines if/where/how you can file suit. The type of claim will determine what kind of lawyer is best suited. May not be a civil rights issue. ALSO, there may be a "notice of claim" needed with a very short statute of limitations period.
