Can a landlord refuse a two year sublease?

A friend who will be travelling for two years offered to sublease her apartment to my family for that period. She/we filled out all required forms, and sent to her landlord. The landlord sent back denial based on fact that he does not believe my friend will be returning to the apartment. We have no interest in being there more than two years.
