landlords responsibility for paying electricity

I would like to know if our landlord has the right to tell us that he wants an extra one hundred dollars a month rent from us for his electricity bill? We just installed our air conditioners for Summer and he said he wants another one hundred dollars on top of our already sky high rent! We do have a written lease and it states our electricity is included in our rent! Thank you for your time.

The true question is "what is the term

of the lease". If it is a month to month

tenancy, then with a proper 30 notice given

before the beginning of the month, the

landlord may arbitrarily raise the rent and

if you do not pay, you may move without

further liability

If it for a fixed term, then he may do the

same thing but only after the fixed term is

up.
