Legal Question in Real Estate Law in New York

We own a very large amount of land. We want to put in a new well for the production and sale of the water that is on this property. If this is done and the town or village wants to put a pipe line on our property to transport this water, do they own that property that the pipe is in. If we then sell the property will this cause additional problems for the sale because of the pipe providing water to the purchasers of that water.
