Is it legal to put a digital billboard on my car for advertising?

That's an interesting question and I don't know the answer. I would think the answer would be in the Vehicle and Traffic Law of New York, and my guess is that you would be ticketed for something like 'causing a distraction to other motorists'. And that makes sense. More interesting I think is if you had a digital sign on the top of your car with a political statement or other Constitutionally protected type of speech.
You might want to go to your local police station and ask; those are the guys who would be pulling you over and issuing a summons.
