Legal Question in Real Estate Law in New York

I live in Long Island. I think the answer depends upon which municipality I live but I am wondering in general whether it is allowed to let an unregistered vehicle decaying and rusting off over years on their private property for using it seemingly as storage space. What is the penalty for that? Where should I go to report?

Since it is on private property, I do not think there is anything you may do. Of course, you can file a complaint with the village or town.
