Legal Question in Real Estate Law in New York

My mother and my aunt are on the same deed for the same house. My mother lives downsstairs my aunt lives upstairs. My aunt has not paid for any of the taxes or water bills. The county/city will forclose on the property soon. Does my aunts inaction to fulfill her legal obligation waive her rights to the property if my mother has enetered into a contract with the county/city to repay the back taxes? Can my mother sue my aunt for anything? Please help
