Legal Question in Real Estate Law in New York

Mother owns half of a 3 unit house with her daughter, which the mothers half was given to her by her father. There is a mortgage still out on the house, now mother wants to leave her half to other some of her childeren. Does the mother have the right to do that and can the other owner or bank stop it?

She can do that by making a will. Neither bank nor other owner can prevent it.
