Legal Question in Real Estate Law in New York

noisey neighboors
i live in a small community upstate ny.where there seem to be no law of noise law of any kind.i have a friend who own a house a couple brought a house across street from her.the new neighbors the husband and his buddys park their cars in front of the his his house the new neighbors house and all night fixing his car with the radio blasting or talking too loud.when neighbors calls the police the police come over to the noisey neighbos house talk to him and leave,in which the neighbor continues to blasting his and fixing his car,and when neighbors call the police again there say there cant do anything about.if the police wont do anything like arrest them or him or cite him.could my friend or the neighbor sue this noisey neighbor and the police or what.my friend is thinking of moving which i think she shouldt.ty for reply

There may be klaws in the locality that prohibit repair of cars in public Try that angle.
