notice to quit

I would like to know if it is legal to serve an notice to quit in the state of NY. that I printed from the compter.

I served one to a tenant and she says its not legal therefore she is disregarding it. She also said she will file herassment charges on me due to me serving the notice

Re: notice to quit

A notice to Quit is permitted if there is no landlord-tenant relationship otherwise a Notice of Termination is required to be served. The legal validity of the notice depends on the circumstances surrounding the tenancy and the manner in which it is served.
