Legal Question in Real Estate Law in New York

I am in NYC and Live in a semi-attached house. The neighbor thats is attached built a porch in front of his home that is visually over the property line. What can I do now since the porch is built up and now I want to build build my own porch??

Can I go to the city and have this thing removed.

Only if it violates some building code. If not, you will have to go to court.
