Legal Question in Real Estate Law in New York
if a party has resided in a property whose owner died but there has never been a probate done, in excess of 10 years and paid the property taxes, in NY,for that period can they own the property by means of any NYS law?

Yes, if they were heirs of the owner and the property was left to them in a valid Will.
