If I pay the delinquent taxes on a property, can I claim ownership in new york state?

It depends how it is paid. If paid through the government via a tax lien, you would then follow the law and ultimately foreclose on the property. If you are paying taxes privately through the request of an individual, you would have to obtain a mortgage or a lien against the real property from that individual.
