Permission to Enter

Years ago my parents gave my brother a key to their home. Now that my dad is deceased, my mother moved in with me but my brother never gave the key back to the parents home.They have been estranged for 18 years. Recently, someone entered the house (using a key) and helped themselves to some things. Does my mom have a right to call the police (even though the key was given to him many years ago)?

Of course, but proving your brother entered the premises and stole items is a separate issue. Any witnesses?
