Problems with Homeowners' association

There's a lot of stray cats in the condominium complex where I live. As a result, these cats get into the basement and the smell and fleas come inside my apartment ( I have no animals in my house and I don't own the basement). For the past 3 years I have complained to the HOA and written letters to no avail. I want them to get rid of the cats. Every year I have to call exterminators so they can fumigate my apartment. What type of lawyer should I hire to deal with my Homeowner's Association?

Have you contacted any of the animal groups for assistance? These cats need to be spayed and neutered so that the problem does not get worst...which it will...and that they do not suffer nor come to some harm from human hands.

Clearly, you are concerned for your living conditions but helping the animals will help you too.
