the question is can a person buy a home fix it up and raffel the home away?

You have to check the raffle laws of your community and follow the applicable procedures, if the raffle is to be open to the public. If it were limited to selected invitees (not many), you might be able to dp it without a permit. If people are going to purchase raffles, you will need a permit.
