Legal Question in Real Estate Law in New York

For refinancing a property in New York city, the bank requires a questioneer being filled up by the Property Management company.

The Property Management company is charging $300.00 for this.

Is that legal?

Since you are asking the property management company to perform a service that it is not under contract to do, the answer would be yes. It is legal.
