Renting an Apartment

I am renting an basement apartment. I have an absentee landlord but his Mom lives upstatirs. There is another family living above her. I am having trouble with both families. The situation is pretty awful. I am currently looking for another apartment but that will take time. My problem is that both families seem to know what I am doing and where I am at in my apartment at all times. No I am not paranoid! I feel like there is a glass ceiling. I cannot prove anything. Is there anyone or anything (other then moving) that I should be doing or can do? Again, I can't prove anything so how can I go to the police. Whatever recommendations will be greatly appreciated.

Hire a security firm to sweep the premises. Check your computer. If you find something you have a great case. If not, move out.
