I'm renting from my Mom,In up-state,n.y.,my neighbor built his garage partly on my mom's property,
she ask me to inquire about an infrindgement form?
Plz can you help..

No such thing. Check your survey and with your building department. Legal action to have them remove may be required. The length of time it has existed may effect the outcome.
