Whose rights to put in carpeting..

We have complaints recently from downstair neighbor of noise from our home. There are 1 to 2 month old children recently who moved in with us. The building supervisor told us that out home need carpeting in order to not disturbe the neighbor. Our landlord informed us its our job to put the carpets in. My question is, is it our duty or the landlord's duty to put in carpet since legally its his place and we paid the rent.

If your lease permits the 2 young children to move in with you, then the LL pays, if not, you pay.

Unless the lease specifies that this is the landlord's responsibility, it is your requirement. Be glad that a court summons was not issued, as many towns have noise ordinances that carry fines for violations.

I would check your lease to see if it required for you to put in the carpeting. If you are living in a co-op, it is your responsibility. But if it's a rental and its not in the lease, I don't believe the LL can force you to carpet the area. Of course, it would be the neighborly thing to do.
