Round up or down on percentage of members required for vote

Hi,

Our neighborhood association's ''Declaration of Covenants, Conditions, and Restrictions'' can be amended by ''an instrument signed by not less than 80% of the lot owners.''

There are 14 lot owners. 14 x .8 = 11.2.

So, do you round up or down on something like this? Is the requirement 11 or 12?

I would be conservative and round up. Better yet, get 100% of the owners and there would not be an issue.
