If I want to sell my coop apartment in Westchester County, NY can I do it on my own or do I have to let coop board do it?

Your Coop documents control. Usually they would provide for Coop first refusal to purchase.
Not having seen the coop documents, my basic opinion is that you can sell by yourself, but that the coop board may have the right of approval of the prospective purchaser. The documents may also contain a right of first refusal to purchase. The documents need to be reviewed so that any contract clearly spells out any contingencies such as these or others.
If standard coop you would have right to sell yourself. Coop would have right to approve the prospective buyer and review their finances. There is usually no right of first refusal with coop in NY. Would need to review your proprietary lease.
