Legal Question in Real Estate Law in New York

We are about to sign a lease for an apartment in New York for 12 months. My friends are having doubts about whether the landlord is trustworthy or he is trying to scam us. Excerpt from his email to us:

"First off, with every lease signing you hand in the checks and leases and the owner sends the countersigned copy within 30 days after move in. The owner will not be present to sign it on the spot. Never ever had an instance as such."

Is this legal or are we getting scammed?
