Legal Question in Real Estate Law in New York

my sister and I own a home that was left to us by our grandparents, She is currently living in the home and I rent out the basement to pay for the apartment I am living in now. I also pay half the bills for the house that my sister is living in, taxes, water, gas, and insurance. I just got married and would like to buy a house of my own but she is telling me she does not make enough money to take out a loan for $200,000 to give me and she will not sell, She does not want to budge, can you please tell me what I am left to do? thank you so much.. Also i know that if I file a partition by sale the lawyer said it would run me about $20,000 which i do not have, are there any other options?

You answered your own question - you need to commence a partition action.

However, I do not understand why the action would cost $20,000? Reading your fact scenario, there is little defense to the action. Generally, it has been my experience that partition actions settle. Furthermore, any outstanding legal fee may be paid from the sale of the house.
