my sister and I own a sandy damaged home and have a buyout offer from fed gov . I want to sell she does not what are my options

You can force a sale by bring an action for partition. The court will compel a sale of the home.

Both answers are correct, but it is the order of what to do. You can request your sister to buy you out, for a fair and reasonable price. One-half of the federal offer seems reasonable, if you have approved the offer. If she refuses, the suit for partition can result in a Court Order compelling her to sell or buy you out.
