Tennet rights

My mother-in-law is the superintendant where I live. She is employed by the owner of the townhouses, she does not own them. As the superintendant, does she have the right to come into my townhouse without permission?

Generally, no. However, you must look at your agreement concerning use and occupancy of the townhouse. If you own the townhouse, you probably have some sort of agreement concerning the entity that operates the premises (bylaws, shareholders agreement, cooperative possession agreement, etc.). If you rent the townhouse, you would look toward your lease agreement with the landlord. These agreement will specify if and when someone may enter your premises.
