Trune Pruning

I have a tree in my backyard. The branches hang over into my neighbor's yard. He has informed me that he wants the tree branches cut because they don't allow enough light in his bedroom. He says he wants it pruned NOW and has gotten several estimates without my knowledge. He says the law states that I should pay for the pruning. I do not have the money to do this, especially now after paying so much for oil throughout the winter. He says the estimates that he got will be higher once there are ''leaves on the tree''. He also said he would pay for it and ''bill me'' in monthly installments. Is it my responsibility to pay for this?
