my uncle was sold a piece of land locked property with no easement. does he have the right to force a current landowner to sign an easement even if it is a piece of vacant woodland?

Uncle gets an "easement by necessity. Where it's located is another thing. How it gets located is yet another. Did your uncle buy title insurance? Did he pay for a "full abstract?" Many more questions. If the property is valuable then you should spend a few hundred bucks to learn what your uncle's rights are.
