After vacating our apartment at the end of our lease term, our landlord is insistent that we sign a surrender agreement. Is this normal?

No, it's not. As long as both sides release each other from any residual liability connected with the lease and your occupancy of the space, and you get your deposit returned, there's no issue. You might want to show it to a lawyer on the cheap and get a quick up-or-down.
