Water main break,property damage

A water main broke in the road in front of my neighbor's house.2 hours later,the water was turned off,but there was damage to my home and the homes of several neighbors.The water authority is denying our claim and my homeowner's insurance does not cover surface water damage.Who is responsible for my damages?How do I proceed?

If you can establish that the water utility was negligent, you can sue them.

I believe that small claims court now has a limit of $5,000. Check with the clerk of the court. A delay of over two (2) hours in turning off the water may just be unreasonable.
