legal fingerprinting
i need to know the exact law that makes it legal to conduct pre-employment fingerprinting.

It's "consent". In other words, if you want to apply for the job, they ask you to consent to a background search including fingerprints. If you don't want to do it, then you don't apply for the job. You are not being "forced" if it is pre-employment, because you can always say "no" and walk away.
