Legal Question in Social Security Law in New York

This month (August) my SSI payments that I receive for my disabled daughter have ceased because my income has increased over the allowable amount. I have notified SS whenever I have had a change in income. I took on another job in April of this year (2010) and provided SS with documentation of the change within a few weeks. Now they are modifying the payments that I have received since April of 2009! I had a face to face interview in July of 2009. They are saying that they can assess penalties and enforce repayments going back that far. Can they do this? I have always made them aware of changes in my income. When I went for another interview on Monday, all my paystub information was sitting in my daughters file and had not been entered since I brought it to them in May. How can I be penalized for some workers mistake? Can they even stop the payment for over income reasons if my daughter is disabled?

Medicaid is being incredibly difficult in this economy. I have had major problems getting Mediaid for a disabled elderly client. Mistakes were made and I had to call them and say "No, this issue is in the Medicaid book p. XX (the "MARG").
