1996 Debt to the IRS

In 1996, I was self-employed, and owe the IRS about $1300.00 in taxes. The debt, at 60%, is growing.... if I file Chapter 13, I would pay the original amount, no penalties or interest, right?

Is there any other way I can pay the ORIGINAL amount, sans interest & penalties, without having to go Chapter 13? All other old debts are less than $4,000.00. Help...

There is an offer in compromise procedure

which could probably accomplish the same

task without a Ch. 13

Because of the age of the tax, there is

also a possibility that it is now dischargeable
