What are co-mingled funds with respect to restricted funds in a Medicaid recipient's accunts?

If a Medicaid recipient has an account, regardless of whose funds are in it, they are deemed to be available to the recipient. If the recipient has a joint account, regardless of whose funds are in it, they are ALL deemed available to the recipient.
