I am an executor of my mother's will. She died in February 2016 and because her income was so low didn't have to file tax returns for 15+ years. She only has a few thousand dollars of income for last year mostly from Social Security. Do I have to file a federal or state (NY) tax return?

File the tax returns and write "deceased" and the date on the top of the return. Enclose a copy of the death certificate also, and a copy of your letters testamentary. Whether or not there's a filing requirement, you want to make sure the IRS and New York know your mom is deceased.
