Legal Question in Tax Law in New York

I have not lived in New York State (NYS) in over 14 years, but I found out via money levied from my bank (health savings) account a few months ago that I apparently owe approximately $70K in back NYS income taxes.

I now live in Florida. I had no opportunity to appeal or settle the matter prior to finding money removed from my bank account because I had no prior knowledge of the judgement. Can a tax attorney handle an offer or compromise or other NYS state tax remedy for me?
