medical residents exempt from social security tax?

I recently heard that in a 1998 Wyoming(?) Appeals court decision medical residents are exempt from paying fica taxes due to their student status. I would like to know if 1. this case does indeed exist. 2. if it deals with medical residents on a federal level (i.e. does it affect me) and 3. how would i go about applying for a refund. I heard that refunds were available for up to the last 3 years.

A wyoming Court of Appeals would apply only

State Law, not federal law and would not

be binding on New York State or the IRS
