at 16, i was issued a traffic ticket for

possession of marujuna and never appeared in court. I moved to NC,

First of all, a ticket for possession of marijuana is not a traffic ticket. Before you look into obtaining/reinstating your NYS driver's license you should check on the status of that marijuana charge. In all likelihood, since you never appeared on that ticket, a warrant had been issued for your arrest. So, I would recommend hiring an attorney to vacate that warrant and take care of that charge before addressing your driver's license status. Moreover, if you continue to neglect that unanswered marijuana charge and get arrested for something else (even a traffic infraction), that warrant could create additional problems for you.
