Legal Question in Traffic Law in New York

Can one be arrested for operating an unregistered motor vehicle while behind the wheel parked. The only reason for the unregistration was due to a 4 day insurance lapse several months ago. The woman got out of the vehicle so it could be towed and was instructed to get back in. She complied. At the time the vehicle was fully insured. The person was arrested by brutally being yanked out of the car, thrown to the ground stepped on and then handcuffed. The arresting offer lies and says she was resisting arrest...arrest for what ? An unregistered motor vehicle.

The answer is yes. If you drive a vehicle when you know or should know that its registration is suspended, you have violated Vehicle and Traffic Law Section 512, a misdemeanor.
