Legal Question in Traffic Law in New York

my aunt car got towed and she is out of the country i called to impound and they said that her husband would be able to pick it up . now here is the thing she got the registration and the title with her she took it by mistake . can he still get the car back and the reason that she left was a family emergency

All he has to do is show that he is her husband. If it is the county or city impounded the vehicle, they can find out that she is the registered owner by checking on-line.
