Legal Question in Traffic Law in New York

bad weather traffic ticket

I was traveling on I-86 while it was raining horribly. I was in a

construction zone which was reduced to one lane. There was stop

and go traffic and everyone had their hazards on. A series of cars

in front of me slammed on their brakes, and by the time I was able

to see what was happening, I slammed on my brakes and hit the

car in front of me at about 10 mph. I recieved a ticket once we

made the accident report for following too closely, when in fact I hit

them due to poor visibility. What is the best way to argue this, and

what are th chances of getiing it dropped/reduced? I have a clean

driving record and four points on my license due to bad weather is

unjust.
