is ther a new york state law against leaving children in cars?

The type of law would be 'chid endangerment'. There is a law already in effect and it is being extended to this issue.
The time,place, and manner of the circumstances will determine whether any particular event will be treated as 'child endangerment'.
Remember - leaving your child in a car on a day where the temporatures reach 95 degrees isa really bad idea - for your child and for you.
